I am personally not opposed to enable such a measure when the level of vandalism/spam/bad articles created is higher than the local capabilities to deal with them.
However the discussion you link here is not enough IMHO to implement this. You'll need to come with a strong community consensus via a local vote for Ops to consider not vetoing the proposal (and even then, they still can).
You can, however, use AbuseFilter to block certain IPs or IP ranges to perform some or all actions in your wiki.

I think I know why the red links still visible. I tried with my second account which is not a sysop (Nazhana95) and log out using only IP address username, I found out the red links are not visible anymore. To confirm that, I tried to switch back to my primary account (SNN95), and found out the red links are visible again.
SNN95 updated the task description for T162743: Local edit notices not displayed as expected on ms.wikipedia.org.
