Potential sub-tasks I can think of:
*Find venues to spread the word. I can help with spreading it on Twitter and on Facebook via my personal network. Hopefully someone among them at university can respond.
*Find tasks that might attract more Japanese participants of GSoC (and any other similar student developer recruiting programs). I'd suggest including T88552 and some more i18n/language support issues (preferably that have impact on many languages, not just Japanese). This would be where community input from people who don't code could be useful.
*Create a discussion space in Japanese. Perhaps a page on mediawiki.org where Flow is enabled?

@Jdforrester-WMF: do you have any idea which change fixed it? We'd want to link it here, if possible.

https://ja.wikipedia.org/w/index.php?title=MediaWiki:Lastmodifiedat&oldid=23775446 was also affected. This customization was for informing the timezone (UTC) of the wiki and giving links to explain further.
I also see that the "editable" sets on mediawiki.org have some more changes that are included in none of the gerrit changes mentioned here.

On Japanese Wikipedia, users are testing this hack: https://ja.wikipedia.org/wiki/MediaWiki:Gadget-SwitchFont.js https://ja.wikipedia.org/wiki/MediaWiki:Gadget-SwitchFont.css
What's the status?

Unsure of what changed, but I'm not experiencing this problem now on MediaWiki.org anymore.

Commons has a similar gadget developed by Rillke. https://commons.wikimedia.org/wiki/Help:Watchlist_messages
It's fully internationalized, and has geo-targeting feature, a wizard to help adding messages, a topic-wise subscription system, etc.
