because sometimes a user will lose access to one of their accounts for legitimate reason, e.g. they stopped using that ISP, or stopped attending that college, or stopped working at that company.

As VE is a default for newusers in de.wikipedia, you will find this error often, if you search for pages titled "Entwurf" in the user name space in the german wikipedia. It is obvious that this newusers do neither know about the possibility to nowiki an ISBN, nor even know, that an ISBN is supposed to be autolinked always ever.

I have seen nowikied ISBNs in articles created by new users with ve. I very much doubt that this was intentional by the user or the user even knows about nowiki. there seems to be an error in ve.

After some thinking, regarding my classroom example: I still think in IPv4, what if in the classroom IPv6 was used? Could you differentiate between multiple browsers on the same computer and different computers? This would limit the false positives to IPv4-users.
