It is a VisualEditor issue (thanks for removing it from Editing QA, I didn't realise it's up to the teams to sort that out) and seems to only apply to the editor's sandbox, rather than mainspace.

One editor reports that the problem is persisting. They have tried with Google Chrome and Microsoft Edge and are running Windows 10.

Why not, if they are still logged in? What happens when they go to Special:Preferences#mw-prefsection-personal-email ?
That requires passing "You must log in again to verify that you are Martin Urbanec." dialog, which requires their password.

Organising WLM can be quite draining, especially for the international team and doubly so because many of the tools like Montage are also used for other photography competitions so there are lots of demands on their time. The last three months has seen the announcement of the international winners, and lots of work around that in terms of coordinating the various competitions and sharing the news. The WLM have been busy to say the least!
We're seven months away from the start of WLM 2018 so we have time on our side - though decisions about how to deal with separate contests for regions and countries would need to be settled head of then to help with promoting and organising contests.
There are three questions at the top of this thread, so I'll try to provide some thoughts on them.

The templates are set up so that there is a main author ("last", "first") a field for "other author" (ùghdar_eile), and a field to be used when there are multiple "other authors" (ùghdaran_eile). Both of those are in the data maps, but might not be obvious becuase they don't follow the "last", "first" format. Would that need to be changed?

Echoing what Stinglehammer said, this would be a big improvement to the user experience, and it would also be used at other institutions - Aberystwythand the Open University are two likely partners, and anyone who wants to run translation projects would really benefit.
