We just deployed a patch for this. It works off a table of names pairs (at the moment it only has the 23 listed below but the goal is you will be able to save to it) and identifies equivalent names & resolves conflicts on them. This is how it works .....
I've just deployed this change. To clarify what it means is that when you use the deduper & choose 'safe merge' then it will merge if there are no conflicts or it will show the conflicts if there are some (this includes if the Prospecting data is in conflict).

@jgleeson so what strikes me is you are thinking about more UI than I had imagined. I really just imagined an option to send last year's summary and a confirm yes/ no modal. I don't know what the requirements are though from @MBeat33 - the code you are hoping to re-use might not give the flexibility of selectable dates without re-work though.

@LeanneS so the checkbox should be checked by default if it is empty on one & not the other -but not if there is a conflict - but it does need to be checked. If merging via the deduper it will keep the data if it exists on either one & throw a conflict if it exists on both

@CCogdill_WMF I doubt 2 is an edge case scenario. I'm just thinking of my own behaviour if I'm interacting with a website that I support & subscribe to. If I'm already getting their emails and I see an option to opt in I could go either way on whether I check that box - so likely as not I would opt in or out more or less every time I visit the site (after all it's not an opt out box- it's 'do I want to opt in to something I'm already opted into) - so my guess is we would need a strong process to re-opt people in
@MBeat33 this bug is not about them not being in Civi but about information about mailing actions from before they reached Civi not being linked to their record - if they received an email before we started importing them it would not be visible.

I'm not sure what the latter means - but if you are wanting us to filter out any Double Opens then we need to have another process that goes through & cleans them up or something. We can't 'clean on save' at the volumes we are dealing with. We always understood our goal was to get the silverpop data & store it somewhere it could be accessed rather than to wrangle it

I swept up the above commit in a deploy I just did but actually the table name was wrong -> failmail
@MBeat33 you should see 'Safe Merge' automatically resolve contacts who have the same email but one is on hold now (keeping the on_hold = TRUE on the merged contact)

Wow this one sent me down the garden path! It worked find locally but not on WMF servers so I thought REDIS might be the issue. After lots of configuring to get Redis working on my laptop ... no change.
