And while people might not agree that the status of this should be bumped up to 'in-progress', I still hope that the status is kept open while reviewing the change in circumstances, like the ones I have listed that have occurred in the time since this proposals initial consideration.
I think the best thing you can do to push this forward is have a discussion on commons to gain consensus to accept this file format. Nobody will want to do the work before knowing if commons will want the result. Having a clear discussion establishing that if we make it, commons will use it, will make people more likely to work on this.
