From the task description of T415960: Create Wikisource Urdu, it appears that the timezone Asia/Islamabad was requested for urwikisource. (It seems like this timezone may have been added to the language-request-page on metawiki in this edit.)
As (from what I can see) the timezone in Islamabad is the same as Asia/Karachi (which is listed at https://www.php.net/manual/en/timezones.asia.php), IMO it may be overly nitpicky not to set a custom timezone for this wiki just because the timezone provided isn't an exact IANA tz code.

I believe the change was not fully approved, despite saying that the change was okay to deploy. I think one of the sysadmins need to approve the change, while the date needs to be pushed back to possibly tomorrow.

I was also under the impression that we shouldn't be removing account creator group entirely, since removing global was not done on individual content wikis earlier, I think we could resolve this task for now
