Thank you for your feedback and for raising this question! Yes I’ve seen the "Live preview" area in the Central Notice banner editor, and I understand that it allows users to see a real-time preview of the banner as they edit, with the "Update preview" button to refresh the view. I also noticed the "Preview on wiki" link which lets users see the banner on a wiki page.
Thank you for the guidance and for pointing me to the Gerrit Commit Message Guidelines! I’ve updated my commit message in Gerrit (https://gerrit.wikimedia.org/r/c/mediawiki/extensions/CentralNotice/+/1129252) to include Bug: T389165, and I see that the Gerrit bot has now automatically added a comment here linking to the change. Hi! I'd like to work on this issue.
From the description, it looks like the failure happens when importing a transaction to a fully deleted contact.
I plan to check the import function and modify it to skip deleted contacts instead of causing a deadlock.
Let me know if there are any specific guidelines I should follow.

Hi, I’m picking up this task (T387478) as part of my Outreachy contribution. Thanks to Krinkle for reporting this while investigating T387478—I’ve noted the log message "Suspicious evaluation of unamed user in ExperimentsHooks closure" appearing in production for every REST API call, with a typo ("unamed") and the user’s IPv6 address logged as userName.
