There were 36 people (42.5%) who indicated that this was their 'first Hackathon'.

The current decision making process was indeed fair and reasoned, but I agree we should have a proper documented procedure.
Putting aside the technological aspects (I'm sure you and Rachel have better knowledge and experience than I, in order to set the technological criteria), here are a few points for consideration:

Actually, you should also know that we have introduction meeting planned on March 14, to all the local participants. Including "intro to mediawiki" session in hebrew of course and Vagrant Install Party. The meeting will be led by @Amire80, @Alleycat80 & @Matanya.
@Rfarrand On Friday evening we are planning a Beer & Pizza night, with a band, at the hostel. All Hackathon participants are welcome. Including locals of course.

I havent started working on the regisration form. I will start working on it tomorrow, mainly regarding identification and sponsorship applications details, based on the Zürich registration. Hope to finish in the coming days.
Do you think we can also start the non-scholarship registration? Perhaps by an Events Management System of some sort so people can reserve their place.
