We can use a single repo for this project, splitting Tools and Tools beta into separate folders as well as having a shared modules folder that either environment can pull from, this lets us reuse any configs that both projects share.

Initially we can limit access to the WMCS team
We can use Gitlab CI/CD to run the validate, plan, & apply the tofu configs just like in the Beta Cluster Tofu Provisioning project
