If there is an edit speed/amount which is still safe for non-bots, but annoying to watchlist users: Couldn't we just request that interface tools allow the user to mark their edits as minor unless there's a reason why the edit shouldn't be minor? I assume that most people complaining about watchlist flooding already have minor edits suppressed along with bot edits.
