There are already different thresholds used at different communities, giving different permissions.

Why? Because the local community discussed - at length - the pros and cons and has reached a decision. It's not based on external metrics, the same way *all other current thresholds* were not based on external metrics (neither local nor global).
@Urbanecm (or anyone else tracking this ticket): Is there any response to the question above? Any reason to not implement the local community's wishes, after a consensus was reached supporting the option presented in this thread?

This will still allow everyone to edit. But will set a different threshold for access to protected pages (which are few anyway and only by necessity).
Of course there are changes which - regardless of community consensus - will not be implemented. I've reviewed the link you've provided and I don't believe this particular request falls within any of the examples given of requests to be denied.
