Under phase 3, an unchecked task is "Replace userbox icons with new icon". If I'm not mistaken, this seems to be already done? https://commons.wikimedia.org/wiki/File:Permission_logo_2021.svg is used in all the userboxes I've seen so far, e.g. https://en.wikipedia.org/wiki/Template:User_VRT and https://meta.wikimedia.org/wiki/Template:User_VRT.

Those are good points. I support "no expiry set". "Does not expire" sounds too much like "permanent", which isn't the case.
I remember it was suggested to change "Permanent" to "Indefinite" but I'm not sure where that discussion occurred. I recommend changing all of them to "indefinite".

Popping in an idea - it would be cool to have the WMF explore partnerships with missing children organizations, to display "missing" notices of such children. Something I stumbled upon today was https://notfound.org/en, which I think is quite a cool idea, and the play on words is nice.

I was wondering if we could continue to remove a large subset of the pages? I feel that the user-space and miscellaneous pages can stay for testing reasons, but the rest, like the dewiki cafe, can probably be removed.

API output for enwiki's ANI seems to be now semi-updated; showing contents from May 17 on May 22, a 5-day delay. Still something that needs to be addressed, but a large improvement.
