You might try visiting https://www.google.com/search?q=what%2Bis%2Bmy%2Bip from the Art Center's network. You could also try asking a steward or checkuser to find the ip that an account was created from that triggered the block previously.

Ok I asked the Art Center and they gave me this: 47.44.110.178 as a public IP. Hope that works!
