Is there/could there be a way to mark certain genfixes as either major or minor? I currently have "skip if only genfixes" disabled but "skip if only minor genfixes" enabled since many "only minor genfixes" edits are basically cosmetic in nature, with no visible effect on the rendered page as far as I can tell. (Enabling "skip if only cosmetic changes" does not fix this unfortunately; not only does it fail entirely in the case of bypassing template redirects, but it also lets through some edits where the only changes to the HTML are whitespace-related.)

This might be a separate issue, but it appears that XTools is case-sensitive when it comes to article assessments - see for example https://xtools.wmflabs.org/topedits/en.wikipedia.org/David%20Eppstein/0 where you can see that "Start" and "Stub" are considered valid classes, whereas "start" and "stub" are not, despite the fact that the WikiProject templates don't care. Working for me on en.wikipedia. Issue started at roughly 18:36:49 per recent changes.
