Looks like this is a decision left to the Parsing-Team
We believe this is something that would potentially be changed in Parsoid, so we are adding the Parsing team to this task.
At this time this is out of scope for what the team is working on. Thank for filing the ticket, we have taken a note of this challenge for the future.
During Triage it was determined that @ppelberg will create a task for @iamjessklein to surface the lack of feedback contributors receive when trying to copy and paste references into VE. Additionally, @matmarex will respond to @Kerry_Raymond.

We aren't prioritizing this task at this time.
We are waiting for @ppelberg to respond to this, it is currently in code review.
In Board Refinement we determined @DLynch could work on this when he has down time.

New design work of this nature for Visual Editor isn't being prioritized at this moment.

The priority of this is dependent upon the decision we make surrounding what editing interface we use for the OWC2020 work.
Looks like the performance team is going to work on this so the Editing-team will move this to external.
We will work on this sometime next quarter.

Hey @iamjessklein, we are adding this to your backlog for sometime in the next year. We would like you to think about what is an effective way to communicate to contributors the difference between duplicating/forking and reusing a reference. Another way of thinking of this is the use of a reference (where it is used on a page) versus the content of a reference.
The Editing-team is going to close this out given how long it has been open without follow up. If someone notices this is still an issue feel free to reopen it.
The Editing-team will revisit this task sometime next year. We should have some discussion around our approach.
