These are from the Athenaeum Turners collection ... largely (and wrongly, I think) assigned IU Copyright. I think there are over 280 items that could be assigned public domain. Maybe this is where the "hard look" begins with the Archives unit. https://indianamemory.contentdm.oclc.org/digital/collection/ATurners
Compare https://indianamemory.contentdm.oclc.org/digital/collection/IFSAP/id/4 to https://www.loc.gov/pictures/collection/fsa/item/2017727740/ ... It's likely that the LOC is the root of the problem here. The "Rights Advisory" on the LOC record says "no known restrictions" but doesn't go so far as to say "Public Domain." (Perhaps they lost the contract with the photographer.)

I like the solutions suggested here. I think we might need to ask Jenny if we can make the changes for the ULIB ones--she may defer to others regarding the versions of Archives and Herron, though. I'm not a metadata library, but why is using a "variant" for things like this a problem (if it is): https://lccn.loc.gov/no2002023865 ?
