Yes please it should be different from the public link. The public link allows other users to view the file but not to collaborate on the file.
Files such as md have no public links to share a single md file with other users. If a user wants to share an md file the user has to rather share the server link and include a token which gives access to all the files in the user's server.

@Aklapper This task will be worked on later by a group of contributors from the African Wikimedia Technical Community. I will be requesting a project tag for the African Wikimedia Technical Community soon in other to move this task to the workboard of the community. So that some contributors can work on this tool together with other tool requests from some of the participants that were not added to the Feature Request column.
