K6ka removed projects from T233030: Create a new user right for local user-namespace renames: GlobalRename, MediaWiki-extensions-CentralAuth.
This is outside the scope of global rename. If I'm reading this task correctly, you're trying to make it so that non-admins, non-global renamers, or non-stewards cannot move userpages to new titles. This doesn't involve global rename or CentralAuth, so I'm removing those project tags.

Couldn't we just edit https://meta.wikimedia.org/wiki/Template:Globalrenamequeue with a bright red notice to warn renamers not to rename? Someone is going to be seriously trouted if they somehow miss it.

Seems to be working, recent renames seem to be going through. Of course, we need to manually complete the ones stuck in limbo at Special:GlobalRenameProgress.

Seems to only be affecting that one rename, as all other rename requests are completing successfully.
