@MarcoAurelio @Ruslik0: I wasn't planning on it, I should've been more clear.
My patch removes 'move-subpages', 'suppressredirect', and 'tboverride', as that brings the permissions in-line with enwiki policy. The other two permissions ('override-antispoof' and 'noratelimit') are granted to bureaucrats across all projects, and I see no reason to remove them.
Bureaucrats are Wikipedia users with the technical ability to:
add the administrator, bureaucrat, account creator, reviewer, or bot user group to an account
remove the administrator, account creator, IP block exemption, reviewer, or bot user group from an account.
It appears Nakon is correct, per enwiki's bureaucrat policy, they should only have the tasks he mentioned (and remove account creator, IP block exemption, reviewer as well... @Nakon do you know anything about those?). I'll simply clean up the old rights for now unless those permissions were suppose to be implemented at some point...

I can confirm with Chrome 51 and IE 11. As pointed out at VPT the headings are correct in each tab, but the alerts are switched.

Can we keep automatic promotions out of the user rights log (similarly to the way that autoconfirmed is silent); it'll be a far too common event that spams the log and watchlists.

Both of my examples come from enwp;
- Account creators are expected to follow certain criteria when overriding either, and more importantly,
- Part of the criteria for granting temporary account creation to those who host events is that they don't use those features
This would allow for a mechanism to make sure that both of these requirements are meet. Moreover, I don't think it hurts to log anything... it allows people to spot abuse and other (miscellaneous) breaches of various policy for a privileged tool on all WMF projects.

Hi Danny, as far as the community aspect goes it is my understanding that the section he's requesting is for a proof of concept that we can work out the kinks in and then present as an alternative for the community.
