Fixed the patch JavaScript. Also remembered(has been a long time) that we added translation percentage as part of the language bar too.

Great to see interest back on this.
Actually the last state of the patch was same as linked in https://upload.wikimedia.org/wikipedia/commons/7/74/Language_bar_design_2.pdf and used the ULS. I think since a lot of changes have come through, it's probably not functioning the same way.
IIRC completion status was dropped as a low usage feature, but a discussion might be needed. About the ordering of languages, it shows the priority languages first and the ones with translation available.

There is a patch in place with pending reviews. It was based on a suggestion from Siebrand to not allow the changes in case of protected pages.
In my opinion too, it's best to keep changing page language under edit rights.

Hi, Thanks for the patch. Robin was working on a patch to modify some features which will make everything fall into place, and a lot of work including similar to this patch depends on this.
All of them are outdated but I can surely work to get them back on track.

Can you set the $wgPageLanguageUseDB=True
and assign 'pagelang' user right to relevant groups?
What could I possible help in? Do you need some unit tests? Or manual testing?

To some extent, the language bar designs worked on and finalized. It was even implemented on a Sandbox wiki for sometime by Siebrand too. The issue that we faced was no review.
