Quite! Unless is solution, then have Filter 6 in common of filter 7: 2 actions allowed and period limit is to 60 sec.
As I said it has been discussed on WM:RFH, you should update Filter 6 rate limits (see related discussion).

Hi, Thanks for quick response. Yet blanking pages is problematic and they must have priority to stop someone who try to remove all of Meta pages as well user talk namespaces. Have look at filter 7 that is found on Meta (see https://meta.wikimedia.org/wiki/Special:AbuseFilter/7), but option "disallow" still not opted-in. It maybe necessary as well.
