Sorry for not responding, I have been very busy recently. I re conducted the tests on Chrome OS Version 46.0.2490.82
The tests were done on Wikimedia Commons
Uploaded 8 files, took around 3 minutes to upload (may just be my internet)
All 8 files were uploaded successfully.
I'll try Firefox sometime later though if needed.

Does this still need testing?

I tested this again on chrome. I went to
https://en.wikinews.org/w/index.php?title=Thread:Comments:Russia_agrees_to_construct_Turkish_nuclear_reactor/Classic_Russian_Strategy/reply_(2)&lqt_method=thread_history,
but when I arrived, nothing showed up in the history.
I used chrome to try and upload things. I tested 8 files. When I started uploading, it was fast, but later, it took about 7 seconds or so per photo. All of them stayed during the describe part. However, when I finished, only five files remained.
I tested this and I was never logged out.
I'm testing this if someone could remove the "Testing a bug, remove this" at the bottom of the page of Economic Growth
Sorry, I can't really test that because I don't have any rights to delete. Seems like a serious problem if this problem persists for everyone.
This seems like a somewhat serious problem. Even though it is just one page, it could happen to other pages. I found my error to be a error 503 Service Temporarily Unavailable. If the servers are still down, then something isn't right.
I have recreated this bug and it happened to me as well. I opened the same image as yours. I also found that if you refresh, it'll go to the home page, back the the photo with the second scroll bar. I used your link, but if you close the photo and reopen it (without the link), it'll appear fine.
