Now I tested to use Russian interface on Wikidata in this page (https://www.wikidata.org/wiki/Q24038596?uselang=ru), and it now works normally. I too had the problems, but I not using Russian interface on Wikidata - I am using English interface.

I think, partial blocks are needed for perform topic-bans, and adding more features which block some actions are necessary instead of full block.

Yes, needed to be fixed. Please, look at my recent changes patrol in Meta (https://meta.wikimedia.org/w/index.php?title=Special:Log/Marshmallych&hide_patrol_log=0). Some of patrolled by me changes are made by sysops.
