Well, seems that this is resolved. (Though we need a new spamfilter.) Thank you so much for all the help Herron and Dzahn.
I'm one of the list admins . Those spamfilters are ancient and likely haven't been updated in a long, long time. I deleted all three spamfilters (but made a copy of the words used) and I have send a new testmail using my hotmail account. Sjoerd confirmed via IRC that he received this email. Though I do wonder why this problem occured now and not ages ago.

Your email arrived at 15:25 (Dutch local time), I send another email using a hotmail adress at 15:31 (I'm sorry but I'm not going to list my emailadress, Trijnstel or Multi could one off you please check if this one arrived) another user send an email using a gmail adress which arrived at 15:53. I send another mail using a gmail account at 16:00 and this one arrived at 16:00

I just send two email to this list. One using my hotmail account and one using my gmail account. Both didn't arrive and both are subscribed to the list. I didn't receive any of the mails.

@zhuyifei1999 : Well, Stefan2 mentioned several solutions for this issue. But even without the Flickr-option it would be usefull to not have to download .mp3-files to a local station first (only works if the domain is whitelisted of course) or for users who merely want to upload non audio files from one of the many excellent whitelisten sources quickly.

Seems like a huge list. Now all the arguments provided why the moodbar should stay have been countered "we" could also go ahead and remove it. It is unused after all and the objections aren't rational.
@Jdforrester-WMF: if you can mention some disadvantages of keeping it online it shouldn't be too hard for me to start a poll or a vote. You mention "cost". If this extension costs money it would counter the argument that the extension "isn't a bother/isn't in the way" for example.

I didn't check the reply-rate but if this is the case you do have a point. (My mistake for not checking it). Personally I don't mind if the moodbar goes. It never worked properly anyways. Perhaps we should contact the users who claimed "keep unless feedback is replied to"?

@Aklapper this means I will have to disable it manually on 700+ wiki's. At least provide us some javascript hack we can use to overwrite this via our global .js or .ccs. The arguments provided at the page you link seem to be rather thin. I am sorry if I sounds harsh but I haven't been this pissed off over an update since Mediaviewer and Superprotect.
Per Taketa. This really works terrible. You should have sought consensus before deploying this.

@Krenair: 9 on a scale of 10. Me (term ended) and the other user left in good faith but I cannot imagine the damage that could have been done if someone who would have left in bad faith wanted to do some real damage. I don't know how the wiki's that contain even more private data than an Arbcomwiki work but I figure they use the same extension. Can you just imagine a rogue user with access to private data wanting to use it do damage without anyone knowing about it?
Regarding what Sjoerd said, I indeed managed to unblock my account at a closed wiki as a test... I wonder why it takes this long to fix an important security issue.

The discussion at the Dutch Wikipedia came to its natural end and there is no consensus to remove the MoodBar. Since there is no consensus, disabling it will require a vote at https://nl.wikipedia.org/wiki/Wikipedia:Stemlokaal.

There need to be a community vote first. The people who voiced their opinion are not a true reflection of the community. This will likely become yet another drama because the community wasn't correctly informed. If required I can help organising a vote.
