As xzise mentioned, for the sites that do not contain the meta/generator tag, I tried to manually find where the endpoint lies. Of the above 8 sites, 5 of them have the MW API endpoint which was easily detected using the detect_site_type script. But I couldn't find the endpoint of the following:

Thank You for contacting them XZise. For now I have implemented what XZise and valhallasw suggested:

I tested it on http://rnf.fisica.org.ar/api.php?action=query&list=categorymembers&cmtitle=Category:abc&cmtype=subcat which runs on MW 1.12 and
http://domiwiki.com/api.php?action=query&list=categorymembers&cmtitle=Category:abc&cmtype=subcat which is a MW 1.11 site.

Yes Qgil! I am on it! Should I make a new project page altogether and let the proposal page one be as it is perhaps?

I am facing the same problem as jayvdb. I have to publish my proposal at https://www.mediawiki.org/wiki/FOSS_Outreach_Program_for_Women/Round_9#Candidates and wish to gain access to the proposal I submitted at https://opw.gnome.org/. However I get the fatal error message.
