Sorry, I didn't take care of this issue earlier.
The tool was actually migrated automatically (it's only a weekly job).
I'm marking this issue as resolved instead of rejected as I understand that's what I should have done earlier, and I'll delete the "TOOL_DISABLED" file created in the tool directory.
I think I don't have anything else to do, but let me know if I'm wrong (I don't understand the "active project tags" part you mentioned, but it probably doesn't matter).
