R1CH added a comment to T285504: CdnCacheUpdate attempts to use HTTPS for purge requests, which fails when the proxy cache is not on HTTPS.
We were caught by this too after upgrading to 1.35. I don't think this is an invalid report, while setting $wgInternalServer does fix the issue, I don't think MediaWiki should be using CURLOPT_PROXY to connect to a CDN. CURL internally sees the HTTPS URL and changes the PURGE request into a proxy CONNECT, which obviously the CDN does not expect or handle. This can't be overridden by CURLOPT_PROXYTYPE either.
