We are also seeing this issue on the English Wikipedia Account Creation tool (ACC). For now, we have disabled API based account creations, but it would be nice to have it working again.

It sounds like you're specifically being rate limited, which is expected by default...

I've just bumped in to this as an ENWP account creator. At work, no Wifi, using mobile data... can't create accounts even though the range block is anon only.
