@SCP-2000: Is the IP address assignment static? a /24 range would effectively open 256 IP addresses to the increased limits.

Thanks for the response. Upon further discussions with Chlod, we would like to refine to the following: a project just for hosting eseap.org website.
We have not considered the main wikifarm primarily because we would likely be using something like WMAU skin if it is on MediaWiki and of course using the eseap.org domain, unless the main wikifarm can support both options.

This can be verified with new articles being pushed to main space from the draft space through the AfC process that's not autopatrolled. (Use the https://en.wikipedia.org/wiki/Wikipedia:Articles_for_creation/recent list for recent accepted drafts.)

This happens to other projects which one does not visit before the unattached Wikitech issue bubbled up. i.e. the accounts on these four projects are unattached and were created recently when I visited the projects:

@bd808 well, the wikitech account does not have an email address attached to it as found out by @Ladsgroup. imo, a longshot to tie the accounts together is my request for toolsforge access. there is a talk page thread on the creation of the toolforge account by the bot that is setup to notify developers of the account creation. It should be around the same time as the toolforge account was created, if there is a log or timestamp to the account creation date.

@Ladsgroup I can't log into the wikitech account which makes it a nonstarter (as somehow the password for wikitech wiki was lost in my password manager) to edit in wikitech as a proof.

A suggestion: Mailchimp can be replaced with Mautic (https://www.mautic.org/). However, the initial setup of the server for each affiliate may take some effort/resources to complete.

On further consideration, this should be layered with a cache somewhere to prevent potential excessive amounts of API calls being made on the fly to Wikidata. Either in the same vein of T369928 or a json file in the MediaWiki namespace on wiki with a list of key-value pairs of most frequently (for a start) cited domains and the relevant citation template to use. The json file then can be updated by the community as and when required/requested independently of the citoid server/extension development.
