Having a CSD tag for what might be a rare occurrence is an overkill. I think updating https://en.wikipedia.org/wiki/Wikipedia:Moving_a_page for when editors encountering a similar issue to file an admin request at RM/TR to facilitate the move might be better.

I did muse using what Pppery did earlier, but I didn't want to unintentionally break the system if anything untoward happen, especially so on a Sunday. Nonetheless thanks @Pppery for the work!

@Shreyansh123 Typically, the logo and wordmark will be out on Commons when they are ready. In the past few years, I have been the one to change the logo and wordmark for wikimaniawiki. I would be glad if you want to try taking on this task when the files are ready. Thanks for the response. Upon further discussions with Chlod, we would like to refine to the following: a project just for hosting eseap.org website.
We have not considered the main wikifarm primarily because we would likely be using something like WMAU skin if it is on MediaWiki and of course using the eseap.org domain, unless the main wikifarm can support both options.

New articles now do not have noindex set for the robots meta tag. This can be verified with new articles being pushed to main space from the draft space through the AfC process that's not autopatrolled. (Use the https://en.wikipedia.org/wiki/Wikipedia:Articles_for_creation/recent list for recent accepted drafts.)

Don't mind if I take over the assignment of the ticket and I push the necessary updates to mediawiki-config and backport the changes when it is time to do so?
