Sorry for the long delay.
I built and tested a clean server running MediaWiki 1.45.1.
And in that environment I was able to confirm that $wgCiteReferencePreviewsConflictingRefTooltipsGadgetName works instead of $wgPopupsConflictingRefTooltipsGadgetName.
It seems that only the documentation had an issue.

Unfortunately, it still continues to occur in my environment even after adding the code to load that parsoid.
