I think that at the time the request was created, the Altai Republic and Omsk Oblast were in the same time zone (UTC+7), but there were a few changes in the mid-2010s. As a result, there is only one region in the Asia/Omsk time zone in Russia - the Omsk Oblast itself. And the Altai Republic now belongs to UTC+7 — this is Asia/Novosibirsk (=Krasnoyarsk Time).

Someone once in ISO added the word “South” to counterbalance of “North,” and this error has been spreading ever since. It is not correct.
“Wikipedia Southern Altai” — please, do not use such term, this is simply Altai language, not “Southern”. There are many small languages in the northern part of the Republic of Altai, but the only standard norm is Altai language. That's why the Incubator project of “Northern Altai” language has no perspectives because we should create at least three more projects for those Northern Altai languages (Chelkan, Kumandy, and Tubalar/Tuba).

Strongly oppose. Kumyk writing is based on the Cyrillic alphabet. The Latin alphabet project of 1991 remained as just a project and hasn't been officially adopted anywhere. The author of this request should have spent more time on the development of the Kumyk WP in Incubator — this is a much more important issue than the Latin alphabet that none of the Kumyks use. Here is the site of the Kumyk Scientific and Cultural Society in the Kumyk language with a huge number of materials: http://kumukia.ru/adabiat/index.php You will not find any Latin there. Moreover, the Language Committee will receive exactly the same conclusion from any scientist specializing in the Kumyk language. Latin script is a private initiative of a small group of people that has nothing to do with the realities of the literary written Kumyk language.

As far as I remember, there was a problem with sorting of the letter Ё in Russian Wikipedia, but it was a long time ago and I don't know how this problem was fixed.

“1. Й - Yes, it should, because some names beginning from the letter Й.
- Yes, you're right.
- Yes, there are few words beginning from Ы. And even a pair of surnames. If we need to set the sorting strictly according to the Bashkir alphabet, then let's do it. Surely, some letters will be “empty”, but I think that's okay.”

Well, as I understood, Umar requested about changing system messages in Chechen version—from [Month-name]-gen to simple [Month-name], because [Month-name]-gen (Genitive case) used very rarely in the Chechen language. So, after that we can save right genetive form in all -gen messages: январехь, февралехь, мартехь, апрелехь, майехь, июнехь, июлехь, августехь, сентябрехь, октябрехь, ноябрехь, декабрехь. After that, {{CURRENTMONTHGEN}} will shown as апрелехь, but in other places April still be simple апрель, without genitive ending.
