Considering the fact that there is no other option for language switching for users who don't use Vector-2022, I have changed it so that uls is visible again to users who don't use vector-2022

Update: V22 just added the Zebra changes to all users and the alignment issues with the cog and text should be fixed.

Ah I see, I misunderstood when I made my 2nd comment. However for my first point I think that while #p-lang is being hidden, it should only be hidden for V22 instead of all skins since the formatting issue is limited to that skin until the V22 update (Comment 3) is released, which could be in 1-2 weeks according to the update notes. If this was more about disabling the menu language feature (Not the WF one) entirely then I think that could be quite good but it didn't seem to me that this task was about that.
A few thoughts on this:
1: This should probably be fixed in MediaWiki:Vector-2022.css not common.css. An idea for a fix:
i: To fix cog wheel: #vector-main-menu-unpinned-container #p-lang button { margin: 6px 14px; }
ii: To fix link: #vector-main-menu-unpinned-container #p-lang .vector-menu-content a { padding: 6px 14px; font-size:0.875rem; }2: I personally prefer the lang links in v22 to be at the top of the page rather than in the main menu.
3: This is fixed in V22 the vectorzebradesign update. See https://www.wikifunctions.org/wiki/Wikifunctions:Functioneers?safemode=1&vectorzebradesign=1. So there should not be any longterm css fixes needed.

This seems to be working, I created and edited a new disconnected implementation Z11821 with my second account with no issues. Special:ListGroupRights is also showing that users have the rights now.

If this is a pressing issue then MediaWiki:Wikifunctions-site-footer-copyright could be loaded through MediaWiki:Common.js code instead until a more permanent solution can be made (This shouldn't be too difficult).

I see, I think my question and through process was more: Is there any reason that we need to wait for WF to have crats (This probably won't happen any time soon) and currently crat perms hold no benefit over the staff group so there is no reason for any WF staff user to grant crat to any user considering any community elected crat would be added through stewards instead of through WF staff therefore making the ability for WF staff to add the bureaucrat group entirely useless at this point. If an unexpected circumstance was to occur where a WF staff required crat for whatever reason, I don't see why an expedited request at meta:stewards/requests would not be able to handle such an event. So why not just open this task now?
@Bugreporter You note in the description that this should be done only after WF has its own Bureaucrats, but with WF Staff no longer holding the bureaucrat group and stewards currently managing all advanced rights on WF, is there any reason for this to still be stalled. Would it be a good time to mark as open and update the description to reflect these onwiki changes and to get started with removing this ability?

Its broken on my iPhone using safari so I am not too sure about that. On the other hand the language selector itself isn't working properly for me compared to fr wiki, I only see 47 languages compared to 326 and the elements of "vector-menu-content-list" are all missing "Display:none" which they have on fr wiki (Which is what is causing the overflow for me).
Just as some thoughts: The only difference between the main page and every other page is the language selector (Which is at the bottom). And if you override the "float:right" on that element, the bottom scroll bar disappears. So im just going to go ahead and suggest that this has something to do with the language selector...

This is just because https://en.wikipedia.org/wiki/MediaWiki:Gadget-dark-mode.css overrides (Line 99/103) the transparent color of the border which in this case creates a top line. But the color change is needed for legacy vector.
