Thank you for your interest and this question.

Please feel free to change the navigation that is unique to the community portal, but please avoid changes to the shared navigational elements that are shared across all of Wikipedia (eg. the search bar in the header and global sidebars).

If you have already made designs related to the global navigation elements that's okay, just share your rationale in your design annotations, but to clarify the focus should be on what's specific to the community portal.
