excludeNamespaces logic in Wikibase.php, where namespace 114 is currently excluded for all Wiktionaries (originally intended for enwiktionary's Citations namespace). Since zhwiktionary uses NS:114 for Reconstruction rather than Citations, zhwiktionary should be exempted from this exclusion. Could you help move this to the appropriate team or assignee?
