So while it’s almost omnipresent on Meta and used a lot on Governance Wiki, other wikis that have such categories have too few translatable categories to really have established practices (including Commons: over 2000 translatable pages, but only 9 of them are categories!). MediaWiki.org, another wiki with many (almost 1500) translatable categories, has zero /Translations ones.

Not necessarily, and definitely not easily: the problem is purging the parser cache. Currently, if any translation page is edited/created (through a translation unit), moved or deleted, the parser cache of all translations belonging to the same translatable page is invalidated. This is good as long as any page can only link to its “sibling pages” using <languages/>, but it would be insufficient with your requested scope widening.

There are some templates setup on GovWiki and Meta-Wiki that work around this - but this would be a handy feature to have as that method can sometimes be prone to errors. Example templates:

I am not familiar with the origin story - and my hunch is the capabilities of the system messages has evolved over the years. My experience with system messages is far less technical than others and more admin-based experience. With that experience in mind, I have certainly seen (as recently as today) a mix usage of interwiki and external link setups used pretty interchangeably across (I think) each of these messages. I would look to engineers for more official technical answer, but observationally it appears that either route is today supported in system messages such than updates would be useful. You can see a smattering of how local wikis have modified these messages (and used a mix of link types) with Global Search, example: Wikimedia-copyright.

Pending page removal, I have "fixed" the incorrect page links so at least things are working as expected in the meantime.

With the exception of the one page I cannot edit, all of the updates are completed. Working with Trust and Safety on resolving rights or request needed to delete the pages in need of removal.
