My opinion as a crat on dewiki: I think the granting/revoking should stay with the crats. That is because they know their local community and can assess wether a user is trustworthy from a security standpoint but also wether someone actually has the technical knowledge to use the IA rights. For example: On dewiki there are some folks who I would consider trustworthy for IA but they don't have the technical knowledge to use it. And vice versa. If one of our dewiki tech gurus says that he needs IA to fix some of the many broken scripts I will gladly grant IA to him. Leave decisions like these to the local communities.

Copying my comment from the duplicate task:
It seems to only affect articles that have not yet been marked as reviewed. For example, Klaus Schneider could be moved by a user without being in the editor group. I have the slight suspicion that the user right movestable is somehow broken. When opening any unprotected article with my sock XenonX45 I don't see the move button. For testing purposes I granted my sock editor rights for 5 minutes and, oh wonder, the move button appeared.

I'm having this problem since of today. I was involuntarily logged out of the app and can't log back in because of the impossibility of entering the 2FA code.
