It doesn't work for me. I also tried with 2 other skins (Vector 2010 and Vector 2022), and with adding the patroller right.
This error is when patrolling a diff. Patrolling works for pages / files, etc.

This is a very serious problem now. It should be set as "Unbreak now" as no video can be renamed or deleted for 4 days. This still happens on Wikisource, and there is no file on Special:UploadStash. This is weird, as I was able to upload a 1 GB PDF file on Commons recently.
