My only point was that the uploading problems occur consistently at the same time as the watchlist problems. In the situation when the issues are happening over a year and nobody understands why it might be helpful. If it is not, fine with me.

It happened to me as well in the last few days, and I noticed that while it is happening I can not upload files on Commons (I am using the upload wizard, and the upload gets queued forever and then says something like "server did not respond on time".

Are failing uploads on Commons the same issue?

I have it on a regular basis, may be once per week. I last had this today. But I do not see any regular pattern, it appears and then disappears after half an hour. I am just a highly active user of several Wikimedia projects and reload my watchlist pretty regularly. Once in a while, the issue comes back.

I believe labels are by far the most frequently vandalized entities, and even one can protect them separately it would already make a big difference.

@Aklapper : Yes, I asked, and they did something. Now I am getting reminders from wikidata-bureaucrats-owner@lists.wikimedia.org (I am one of the maintainers of this list) but no messages from any list I am subscribed on. Trying to get a new password via the webmail interface (for example, to wikimedia-l) fails as well: I do not receive any mail with temporary password. I am not quite sure how to proceed.

Since the end of September, I do not get any of the mailing list messages (I was subscribed t several of them, including wikimedia-l) but occasionally I get wiki-mail. Could it be related to this ticket?

A reverse CommonsHelper (a tool which can transfer files from Commons to the projects) would definitely be extremely helpful, especially if it could work with batches of files.

I am not formally involved in the organization, but I am a WLM-ru jury member and also I have an admin flag on both ru.voy (where we run WLM and keep the lists) and Commons.
