Since yesterday, many users are complaining that they can't open this page (portal page), and when try to open it, they are facing:
Can't open it till now with the same error message
Note: one user said that he can open it, but can't save anything in this page.

So, to clarify, you want that when somebody checks an IP or user not for the whole standard duration but for a limited period of time (last week, last two weeks, etc.), the logs say so. Right?

Well, sometimes it is useful to publish a translation even when such an article already exists, so Content Translation is not blocking it completely, but we do show a warning and let the user decide.
Of course it's good to let the user decide, but it shouldn't change the interwikilinks in Wikidata automatically from the already existing article to the new one.

I see that we've successfully performed 22 global renames after the one that became stuck. Most of those had enwiki accounts that got correctly renamed.
Are you using a mobile provider for your internet access? We unfortunately had to intentionally block specific IP ranges due to massive spamming in https://gerrit.wikimedia.org/r/#/c/operations/puppet/+/368775/ so this might be intended behavior.
