Hey @Pcoombe please add me as a subscriber to all bugs reported related to banners, it's helpful for me to know what's going on and also will help our team reduce duplicate bugs as we grow

Given that banners arent displayed to IE 11 users anymore (T280735), we can go ahead and just close this

I was just able to verify this is fixed and working correctly now, see screenshot.

Thank you for assigning the phab task back to me so that I can verify it's been fixed @Pcoombe. I think it's an important part of the QA process that bugs/enhancements always be assigned back to the originator, so that we can be sure to verify the original intent has been met.
