Since each replica can use 1CPU and 2Gi RAM, we may not need changes to the per-job LimitRange. We request an increase to our Namespace Quota:
- limits.memory and requests.memory from 8Gi to 24Gi (to support up to 10 small replicas + the web server).
- Our current 16CPU limit is sufficient (we will use ~11 CPUs total).
If this namespace bump is approved, we'll proceed with toolforge and withdraw the Cloud VPS request.

Minor changes made to make-cloudvps-email-list.py are:
*sql query was taken out
*projectadmin was replaced with member with its corresponding role id in the ROLES ordered dict
*the list comprehension filter in all_projects() was updated to also ignore project names with a . since keystone client expects alphanumeric project names

I've gotten the email list of toolforge and cloudvps users via ldap(using project-tools and project-bastion groups).
I've removed duplicates and also taken out those on the optout list.
