admin: Add view clusterrolebinding

Why:
Prometheus, rsyslog and other external systems can talk to the API and
obtain information that allows to augment their configuration, being
able to discover services, pods, nodes, endpoints etc

What:
Create a clusterrolebinding between the view group and the view
ClusterRole. This is a read only clusterrole
