Add compatibility for wgUploadDirectory to UserMiniAvatar

The old solution ignored wgUploadDirectory, it alway used default ($IP). With this patch BlueSpiceAvatars will take care of wgUploadDirectory.

Needs cherry-pick to REL1_31
