Description

Help Panel: UI updates for different email statuses

Allow user to input an email if they don't have one. Email is not saved until the API module is ready (T211370).
Inform user that verification email will be sent when they post question. Actual implementation will not be ready until API module is done.
Adjust UI if user's email is not confirmed
