Replace deprecated hooks

Hook "PersonalUrlsHook" is deprecated since REL1_39 - replaced with "SkinTemplateNavigation__UniversalHook".
Hook "UserCanHook" is deprecated since REL1_37 - replaced with "GetUserPermissionsErrorsHook". Actually it was already used, so just removed usage of "UserCanHook" as soon as they do the same things since REL1_37.
