Fix users getting notifications despite not having Special:NewMessages.

The user locator overrides in LqtNotifications were being lost
if Echo is using the job queue on the wiki. It is on testwiki, test2wiki,
and mediawikiwiki, but didn't get caught locally since the default is
false.
