Make the Special:GlobalUsers/foo behaviour consistent with the one
from Special:ListUsers/foo. (First we look for groups and then for
users).
Right now this returns unexcpected results, see for example:
https://meta.wikimedia.org/wiki/Special:GlobalUsers/Staff (lists users
out of the Staff group, but only starting from Staff)
