Creating closed-labs.dblist and closing es.wikipedia.beta.wmflabs.org

The wiki is totally inactive and is a recurrent target for massive spambot
activities. At the moment is under Special:LockDB freezing. The
closed-labs.dblist could be used to lock further unused labs wikis, as we do
with closed.dblist with the normal ones.
