That message shouldn't show.
### Jobs to be done
**When** I notice a message that asks me to visit an external survey away from the page I am currently viewing **I want to** dismiss the message **so I can** continue browsing without distractions.
### Mocks of proposed design
Click/tap on "No thanks" hides the survey message and moves the sidebar back into place at the top of the page.

### Notes on design

Adding the prototype also as a gif as raw backup.

### Acceptance criteria
- [ ] Dismissing an external survey clicking "No thanks" gets rid of the survey box on the page
- [ ] **(*)** In the same session when the survey was dismissed refreshing the page or navigating to other pages doesn't show the survey again
(WARNING) **(*)** โ //Note for devs & QA: This can't be tested in beta cluster because the surveys have coverage 0, and when using the `quicksurveys` query string the survey is forcefully shown without respecting dismissal. This needs to be tested locally with a survey configured with coverage 1//
### Interaction flow for QA
1. Visit this page to see an external survey: [[ https://meta.wikimedia.beta.wmflabs.org/wiki/Test_page_simple_content?quicksurvey=external%20example%20survey | Beta cluster page ]]
1. Click/tap on "No thanks" hides the survey message without any "thank you" prompt.
